Abu Dhabi bathroom approvals
Abu Dhabi asks one question: does the work change the room, or only what is in it? Refit the same room and the contractor files a maintenance permit. Move a wall and it becomes a building permit that a design consultant has to file.
Who approves what
Bathroom renovation in Abu Dhabi runs through the Department of Municipalities and Transport, and the department draws its line in one place: whether the work changes the internal spaces, cuts an opening in the building or affects its structure. Everything short of that line is maintenance. Everything past it needs a building permit and a licensed design consultant.
Which permit does a bathroom renovation in Abu Dhabi need?
A maintenance permit, if the bathroom keeps its walls. It covers maintenance, improvement and decoration provided the work does not change the internal spaces, create openings or affect structural safety. The contractor files it without registering a project, and DMT publishes a service time of 7 working days in the capital, 5 in Al Ain and Al Dhafra. Moving a wall turns the job into a building permit, which only a licensed design consultant can file, with a 10 working day service time.

That is a different system from Dubai, where the Dubai rules treat a like-for-like refit as simple maintenance with no permit at all. The prices we check quotes against are our per-bathroom bands, drawn from Dubai because that is where the published figures come from.
A like-for-like bathroom, with new tiles, sanitaryware and a vanity in the same room, sits on the maintenance side. A bathroom that takes in part of a bedroom, gains a doorway or loses a wall sits on the other side, because DMT lists internal modifications without additions under the building permit. The homeowner files neither. In DMT's procedures guide the contractor applies for a maintenance permit, and a building permit can only come from the design consultant.
Since 29 August 2025 the route has been quicker. DMT now lets contractors obtain approval for minor works on villas and other homes themselves, and it names non-structural interior modifications, general maintenance and interior finishes among those minor works. A bathroom refit that keeps its walls fits that description.
TAMM, the government services platform, also lists a service for a residential villa maintenance permit for paint and ceramic work, the closest match in the catalogue to a bathroom re-tile. Its details sit behind a UAE PASS sign-in, so its documents and timing are the contractor's to confirm.

Tasareeh, the Aldar arm that reviews building permits with DMT, publishes what a maintenance permit file must hold, and for a bathroom it is longer than most owners expect. The contractor applying has to be registered in MeCS, the Municipal Electronic Classification System. From you it needs a letter assigning that contractor, a copy of your ID and the site plan. The contractor adds its commercial licence, which must carry a maintenance activity, plus a health and safety plan, architectural and façade drawings, and two waste documents: a contract with a Tadweer-approved transporter and a waste management plan on Tadweer's own template. Tasareeh allows 2 working days to review the file and 5 to inspect. On the plots within Tasareeh's scope, which are not all of Abu Dhabi, its published fee schedule puts a building maintenance permit at AED 2,000.
Those two waste documents are not a formality. A bathroom strip-out means old tiles, screed and sanitaryware leaving the building, and under Administrative Decision No. 220 of 2024, throwing construction debris somewhere not allocated for it costs AED 100,000 for a first offence.
New circuits bring a second check. If the new bathroom pushes the premises' connected load up by more than 10 percent, the Electricity Wiring Regulations 2020 want the Distribution Company's approval first, and only a contractor that company has assessed and approved may touch the installation.
Aldar Estates runs its communities through Owners Unions, and all 15 of its community handbooks that we read carry the same clause: before any alteration, addition or renovation, and before installing fittings that depart from the approved plans, owners need the Owners Union Director's prior written approval. The penalty table cites Article 72 of Law No. 3 of 2015. Starting without the Review Committee's approval means the project is stopped and fined AED 10,000; building something other than what was approved costs AED 800 a month until it is put right.
Noisy work stops at 8pm in eight of those handbooks, including Al Raha Gardens, Yas Acres, Mamsha and Al Ghadeer, but at 6pm at Saadiyat Beach. At The Bridges 2 on Al Reem Island, noisy works stop at 6pm while moves run to 8pm. Bulk deliveries need 48 hours' notice, and a lift booking lasts two hours at most, which is worth planning around when the old bathroom leaves the building in pieces.
Aldar publishes neither a fee nor a turnaround for its community approval; the handbooks say only that owners may be required to pay a refundable deposit. We ask the Owners Union office for both before a contractor prices the job. Al Reef is not an Aldar community: it was developed by Manazel and is run through the Al Reef Community Management Office, which publishes no renovation rules at all.
Al Reem Island moved into ADGM's jurisdiction on 24 April 2023. ADGM issues no building permits, so the municipal route stays with DMT, but the consent layer changes: an apartment owner on Reem answers to ADGM's Strata Title Regulations 2015, by-law 3(2), and to the tower's Owners Union. Reem is overwhelmingly high-rise apartments. A bathroom above a neighbour's ceiling is the normal case there, which makes the membrane the first line in the quote to read.
No company publishes a bathroom band specific to Abu Dhabi, so we confirm prices per emirate with the contractors who quote there. For scale, the Dubai-published bands start a full renovation at about AED 8,000 per bathroom, put a standard bathroom at AED 15,000 to 45,000, and start a refresh at AED 3,000, and the full price table names every source. On an Abu Dhabi job, check that the quote also covers the Tadweer waste contract and the health and safety plan the permit file needs.
