Most bathroom work in Dubai needs no Municipality permit. The community is another matter: Emaar, Dubai Holding and Town Square each draw the line somewhere different, and apartment buildings draw it tighter still.

Bathroom renovation in Dubai: the Municipality and the community

A bathroom renovation in Dubai answers to two sets of rules. Dubai Municipality decides whether the work needs a permit at all, and the master developer or the building decides whether it needs an NOC. For a bathroom that keeps its layout, the first answer is usually no. The second depends on where you live, and this page goes through it developer by developer.

Do you need a permit for a bathroom renovation in Dubai?

Usually not from Dubai Municipality. Circular 3-12-1 of 2022 lists replacing floors and maintaining sanitary fittings, drainage and insulation among simple maintenance works that need no permit and no completion certificate, provided a Municipality-accredited contractor carries them out. Structural work is the exception and goes through an accredited consultant as a modifications transaction. The community NOC is a separate step that the Municipality's answer does not settle. What does Dubai Municipality require for bathroom work?

Administrative Resolution No. 109 of 2022 sorts maintenance into three tiers. Basic maintenance, which the resolution defines as replacing floors, doors and suspended ceilings plus maintenance of electrical works, sewerage and sanitary installations and sanitary pipe insulation, needs no permit and no completion certificate. Structural maintenance, such as repairing cracks, is self-permitted through Dubai BPS by an accredited consultant or contractor. Specialised structural work goes to a consultant as a full modifications transaction.

The condition that matters is the contractor. Every no-permit route depends on the work being done by a contractor accredited with Dubai Municipality, and circular 3-12-1 says the Municipality checks compliance through control, audit and inspection whether or not the work needed a permit. You can look up a contractor's accreditation in the Dubai BPS app before you sign.

A re-planned bathroom can cross into a modification. Dubai Municipality's service for modifications or additions to buildings asks for drawings with the location of the change marked in yellow, the change itself in red and any demolition in green, and it states a completion time of 3 working days. In Nakheel's villa communities, Nakheel lists a valid Trakhees NOC beside its own among the documents for modification work. A tenant needs the owner's approval to use the no-permit décor route, and the Municipality runs a separate NOC for modifications to leased properties.

Which Dubai communities want an NOC for a bathroom?

Emaar communities, from Arabian Ranches and The Springs to Dubai Hills Estate, take alteration requests through the Home Modifications section of the community portal. Emaar's published schedule, dated 2022 and still the one it serves, charges AED 1,000 for a minor-works NOC or AED 2,000 for major works and deducts the non-refundable AED 500 review fee from that total; the NOC is processed within 3 business days of a complete application. Regular maintenance and electrical fixtures need no NOC, though every contractor still needs an entry permit, and a contractor who misuses an NOC faces a fine of AED 5,000.

Dubai Holding Community Management runs one rulebook for the Nakheel and Dubai Properties communities, including Palm Jumeirah, Jumeirah Park, Al Furjan, JVC and Mudon. It asks for an application for anything beyond maintenance and repair, defines a minor modification as non-structural work inside a unit, and requires a Minor Modifications Permit, valid for up to seven days, once the work runs past a single day. Its FAQ says like-for-like fixture replacement needs no permit. Nakheel's 2023 villa design codes, which the developer took down when its communities moved to Dubai Holding Community Management, listed refurbishing a bathroom without changing the wall layout among works that needed no NOC; the 2026 rulebook is the one that applies now.

Town Square, managed by Nshama, lists bathroom work by name. Removing a bathtub for a flat shower, or the reverse, is a major alteration: AED 2,000 plus an AED 5,000 deposit, decided in 5 working days. Tiles glued over the existing ones are a minor alteration at AED 1,000 and 2 working days. A shower glass partition is a home improvement item at AED 160. An unapproved major alteration carries a penalty of AED 50,000.

Tilal Al Ghaf asks for written consent even to alter or replace floor coverings, 48 hours' written notice naming the contractors, and a work permit before anything starts. Its master community declaration sets a fee of AED 5,000 plus AED 250 VAT to review alteration and home-improvement plans.

Bathrooms in Dubai apartments: the building has a say

An apartment bathroom sits on the building's drains and above a neighbour's ceiling, and the rules are written with that in mind. Emaar's rules for apartments do not permit structural work, the removal of existing tiles, or the removal, relocation or covering of MEP and fire-fighting systems; new tiles may be laid over the old ones. Town Square's apartment manual forbids removing or replacing floor tiles and keeps bathtub conversions and wet-area tile replacement to townhouses. Nakheel's online services list a separate request for an apartment modification.

That leaves three questions to settle before a contractor prices an apartment bathroom. Can the layout change at all? Can the floor tiles come up? Who in the building signs off? We put all three to the building management before any quote is prepared. Where the tiles have to stay, the new floor goes on top of the old one, which raises the finished level at the door and around the drain, and the quote should show how that is handled.

What does a bathroom cost in Dubai?

Dubai is where the published bands come from. A full renovation starts at about AED 8,000 per bathroom for a small guest bathroom, a standard bathroom sits at AED 15,000 to 45,000, and a refresh that moves nothing starts near AED 3,000. The Dubai price table names the company behind each band. In Emaar, Town Square and Tilal Al Ghaf homes, add the community's fees to the contractor's price. Do I need an NOC to replace a toilet or basin in Dubai?
Usually not, if it goes back in the same place. Emaar needs no NOC for regular maintenance or electrical fixtures, though the contractor still needs an entry permit, and Dubai Holding's FAQ says like-for-like fixture replacement needs no permit. Moving it is a different job: new drainage and, in Emaar and Dubai Holding communities, an application.
Is converting a bath to a walk-in shower a major alteration?
In Town Square it is. Removing a bathtub for a flat shower, or the reverse, is listed as a major alteration at AED 2,000 plus an AED 5,000 deposit, and Town Square keeps it to townhouses, so apartment owners there cannot do it at all. Other communities sort the job into their own NOC categories, so ask before a contractor prices it.
Can I replace the floor tiles in my apartment bathroom?
In some buildings, no. Emaar's apartment rules do not permit removing existing tiles and allow new tiles only on top, and Town Square's apartment manual forbids removing or replacing floor tiles. The new floor then goes over the old one, so the quote has to show how the extra height is handled at the door and at the drain.
What are the working hours for bathroom work in Dubai?
They depend on the community. Dubai Holding allows minor works from Monday to Saturday, 8am to 6pm, with noisy work only from 9am to 1pm and 3pm to 5pm and nothing on Sundays or public holidays. Emaar's 2026 rules allow noisy work from 9am in apartment buildings and 10am in villa communities, with a break from 1pm to 3pm. Town Square runs from 9am to 5pm on business days, and no workers may stay overnight.
Does Dubai Municipality check work that needs no permit?
It can. Circular 3-12-1 of 2022 says the Municipality verifies that maintenance contractors comply, through control, audit and inspection, whether or not the works need a permit, and that it takes legal action against violators.
Who applies for the NOC, me or the contractor?
In Emaar communities the owner applies through the community portal, with the contractor's trade licence among the documents, and the contractor then registers on Emaar's permits portal for community entry. Dubai Holding asks the owner to raise the request on the community app at least 24 hours ahead, or 72 hours ahead by email.
Can a tenant renovate a bathroom in Dubai?
Only with the owner's approval, which Dubai Municipality makes a condition of its no-permit décor route for tenants. Where the work needs one, the Municipality also runs an NOC for modifications or additions to leased properties.
