Bathroom design settles where the toilet, the shower and the floor drain sit, and those three points shape everything after them. Taps and mirrors are easy to change later. A drain in the wrong place means lifting the floor. In Dubai the design also has to pass the building's own rules, and some apartment buildings fix the wet points for good.
How much does bathroom design cost in Dubai?
Design fees in Dubai run at 10 to 20 percent of the project value, the one figure three published sources state identically, and one Dubai studio lists "Bathroom Design" at AED 30,000 to 100,000. A one-off design consultation is published at AED 2,000 to 6,000. Building the room is a separate price: from AED 8,000 per bathroom at basic finishes to AED 150,000 and above for a luxury master suite. Our per-bathroom bands name every source.
What does a bathroom design have to settle first?
Three things, in this order. Change any of them after the tiles are down and you pay for part of the bathroom twice.
Where the waste goes. The toilet connects to the soil pipe, the basin and the shower to their own wastes, and the floor falls to a trap. Keep those points and the design is a finishing job. Move them and the job gains new drainage under the floor, which some buildings refuse outright.
Which walls stay. Nakheel's 2023 villa codes, taken down when Dubai Holding took over, exempted a bathroom refurbishment that kept the walls; Dubai Holding's 2026 rulebook wants an application for anything beyond maintenance and repair. Move a wall and the villa alteration route applies instead.
What the building permits. Emaar's apartment rules do not allow moving, removing or covering MEP and fire-fighting systems, and they keep existing tiles in place, with any new ones laid on top. In those buildings the design works inside the plan it inherits.

What a bathroom design change can trigger in Dubai, September 2026
The Town Square rows come from Nshama's 2026 homeowner manuals, which name bathroom work item by item. The Municipality rows come from its circular 3-12-1 of 2022 and from service 4127, the permit for modifications or additions to buildings, which wants the change marked in red on the proposed plan and any demolition in green. Other communities sort the same changes into their own tiers, and we ask the community before a design is priced.
Three models are published in Dubai, and a quote should say which one it uses. A percentage fee is taken of the build price, 10 to 20 percent in the rates design firms publish, so it grows with every finish upgrade. A consultation fee buys advice without a full drawing set: one studio publishes a half-day consultation at AED 2,500 and a site visit with concept suggestions at AED 5,000. A design-and-build contractor can fold the design into the build price. That leaves one number to compare, and one question to ask before signing: are the drawings yours if you later change builder?
Which bathroom design ideas work in a Dubai apartment?
The ones that leave the drains and the floor structure alone, because those are what apartment rules protect. Four ideas sit in the lighter approval tiers wherever the rules name them.
New tiles over the old ones. Emaar allows new tiles on top of existing ones in its apartments, and Town Square's apartment manual allows the same everywhere except balconies. Pick a thin tile and plan the door and the drain grating for the higher floor.
A glass panel instead of a curtain. Town Square files a shower glass partition as a home improvement item at AED 160, its lowest fee.
A wall-hung vanity and a lit mirror on the existing points. Emaar needs no NOC for furniture installations or for electrical fixtures and accessories, although every contractor still needs an entry permit.
New lighting. Town Square lists interior lighting replacement as a home improvement item too, so downlights and a mirror light stay in the cheapest approval tier.
Which ideas need a villa, or an approval first?
Anything that moves water or walls. A walk-in shower where the bath used to be, an ensuite carved out of a bedroom and a steam room with its own generator each change the floor, the drainage or the electrical load, and each has its own page. Town Square reserves bath conversions for its townhouses. Nakheel's villa route runs through an NOC, a Trakhees modification permit and a site-access NOC for the contractor. What should a bathroom design hand to the contractor?
Enough for two contractors to price the same room. Emaar's NOC checklist is a sound minimum even outside Emaar: a detailed scope of works, current photographs of the room, and the proposed floor plan, elevations, sections, details and 3D visualisations where they apply. A layout change that needs the Municipality's permit adds the approved plan with the change located in yellow. The rest of Emaar's application is covered in the hub's Emaar NOC guide.
Add two things the checklists leave out: the waterproofing specification with the areas it covers, and a tile allowance per square metre if the tiles are still undecided. With those on paper, the whole-bathroom renovation quotes that come back can be read line by line instead of total against total.
A designer measures the room, checks the drain positions and proposes a layout. Published one-off consultations run at AED 2,000 to 6,000. You leave with advice, not always a full drawing set.

Not always. If the drains, the walls and the wet zones stay where they are, a capable contractor can work from a scope and a finish list. A designer earns the fee when the layout changes, when the building's rules narrow the options, or when two or three bathrooms have to share one look and one tile order.
Does a bathroom design need Dubai Municipality approval?
Only once it goes past maintenance. Administrative Resolution No. 109 of 2022 treats replacing floors and maintaining sanitary installations as basic maintenance with no permit, provided a contractor pre-qualified by the Municipality does the work. A design that moves walls goes through the Municipality's modifications permit, which its service page lists at 3 working days.
Can I change the design after the NOC is issued?
Usually by applying again. Nakheel's online services list an Amend Approved Design request, and a community NOC is issued against the drawings you submitted. Changing the layout on site without that step is where published penalties start: Dubai Holding Community Management lists AED 2,000 for breaching the conditions of its NOC.
What does a bathroom designer deliver?
At the fuller end: a measured plan, an elevation of each wall with the tile setting-out, an electrical and lighting layout, a schedule of sanitaryware and fittings, and renders if you ask for them. Get that list in writing before agreeing a percentage fee, because a consultation-only engagement delivers far less.
Are villa and apartment bathroom designs different?
Mostly in what is allowed to move. A villa owner can often move a drain or a partition with the right approval. In an Emaar apartment the MEP layout stays where it is, and in Town Square apartments the floor tiles cannot be lifted. Strong apartment designs work with finishes, glass, lighting and storage instead.
How do I keep a bathroom design inside the budget?
Price it while it is still a drawing. We put the design to contractors before anything is ordered and compare each line with the per-bathroom bands UAE companies publish. If the design lands above the band for its finish level, the drawing is the cheapest place to change it.
