Bathroom renovation in Sharjah: permits and deposits

Sharjah publishes its permit steps in detail and almost none of its fees. For a bathroom that means a maintenance permit, a deposit you only recover with a clean site and a violation-free contractor, and, if the layout changes, drawings and a building permit filed by an accredited consultancy.

Bathroom renovation in Sharjah goes through Sharjah City Municipality, and the Municipality's own vocabulary tells you which route a job is on. It calls the residential renovation permit a maintenance permit and places it with its Inspection and Follow-up Section. A bathroom that keeps its layout starts there; one whose layout or structure changes needs engineering drawings and a building permit instead.

Which permit does a bathroom renovation in Sharjah need?

A maintenance permit, the Municipality's name for residential renovation, issued through its Inspection and Follow-up Section. It carries a refundable deposit, recovered through the Municipality's deposit refund service once the site has been cleaned, provided the contractor named on the receipt has no outstanding violations. If the bathroom's layout or structure changes, the job needs drawings approved through the Approval Engineering Drawings service and a building permit, and only an engineering consultancy accredited by the Municipality can file them. When does a Sharjah bathroom need drawings?

When the work stops being maintenance. The Approval Engineering Drawings service covers new projects, modification projects and expansion projects, and for modifications the fee and any fines are calculated by the Municipality's engineers after the drawings are submitted, then sent to the consultant as a payment link. For new projects the consultant calculates the fee in the system instead. That is why nobody can quote a Sharjah modification fee in advance: it does not exist until the engineers set it.

The Municipality publishes its support documents alongside the service, including architectural, structural and sanitary checklists and a structural safety declaration for an existing building. The consultant also takes on duties to the owner: informing them of the Municipality's standard contract form, handing over the suppliers' original material guarantees, and ensuring all kinds of insulation works through supervision and follow-up. Ask the consultant whether that supervision covers the waterproofing under the tiles.

What should you check about a Sharjah contractor?

Sharjah classifies contractors in numbered categories. The Municipality issues the classification certificate first, and the Sharjah Department of Economic Development then issues the trade licence. Consultancies need their own Municipality accreditation, and each engineer on a project carries a Municipality card.

Violations are public. The Municipality runs lookups for contractor and consultant violations and for their projects, and an open violation blocks a contractor's permits, renewals and deposit refunds. We check that before a contractor quotes, because a contractor who cannot get a permit can stall a bathroom halfway through.

Do Sharjah developers publish renovation rules?

Not for renovations. Arada, which builds Aljada, Masaar and Nasma Residences, publishes no homeowner alteration or fit-out NOC process, and neither do Al Zahia, Tilal City or Maryam Island. Sharjah Sustainable City says it has a community management team, but publishes no renovation process either. None of the five publishes a renovation fee, deposit, working hours or turnaround.

Tilal City's 2021 development guidelines are the one developer document with real content, and they govern new buildings: heights, colours and architectural style, with no approval procedure for alterations. In Sharjah, the rules that bind a bathroom come from the Municipality.

Ownership in Sharjah decides who commissions the work

The UAE government portal states that foreign nationals, and companies they own, do not have the right to own property in Sharjah but hold a usufruct of up to 100 years, under Executive Council Resolution No. 26 of 2014, only within areas the Government of Sharjah specifies and after the Ruler's special approval. At least one developer, Alef Group, advertises freehold ownership to all nationalities at Hayyan, and no authority source reconciles the two. So the first document to read before a contractor prices a bathroom is your own title deed or usufruct contract, and what it says about alterations.

What does a bathroom renovation in Sharjah cost?

No company publishes a bathroom band for Sharjah, and none of the Municipality's fees for this work is published either. We confirm the contractor's price per emirate, starting from the published UAE scale: about AED 8,000 per bathroom for a small full renovation, AED 15,000 to 45,000 for a standard bathroom and from AED 3,000 for a refresh, each listed with its source in our published price table. Around that price sit two Sharjah costs nobody can quote in advance: a Municipality deposit whose amount is not published, and a modification fee that exists only once the engineers set it.

The contrast with the next emirate along is sharp. The Ajman fee schedule puts a figure on each permit a bathroom there might need, while Sharjah publishes the steps and leaves the figures to its engineers. Does Sharjah require a permit to re-tile a bathroom?
Sharjah City Municipality treats residential renovation as a maintenance permit matter, but it publishes no list of bathroom works that are exempt. That is the first question we put to the contractor, in writing, before a quote.
How much is the Sharjah permit deposit?
The amount is not published. The Municipality's deposit refund service confirms that a deposit attaches to a maintenance permit issued by its Inspection and Follow-up Section, and it returns the deposit once the site is clean, provided the contractor named on the receipt has no outstanding violations.
Who applies for the permit in Sharjah, the owner or the contractor?
For a layout or structural change, neither: the drawing approval and the building permit can only be filed by an engineering consultancy the Municipality accredits. For the residential maintenance permit the published pages do not name the applicant, so the contractor confirms it before quoting.
Do Sharjah communities have an NOC process like Emaar's?
None is published. Arada, Sharjah Sustainable City, Al Zahia, Tilal City and Maryam Island publish no homeowner renovation NOC, fee, deposit or working hours. The Municipality's rules are the ones that apply.
