When does a bathroom renovation in Dubai need a permit?

When something moves. Replacing what is there counts as maintenance, with no Municipality permit. Moving the WC, the drain or a wall makes it an alteration, and the community, sometimes the Municipality too, wants it on paper first.

A bathroom renovation permit in Dubai is rarely about the tiles. Dubai Municipality counts replacing floors and maintaining sanitary installations as basic maintenance, and the community rulebooks treat like-for-like replacement much the same way. The line is crossed when something moves: the WC to a new spot, a drain run to reach it, a wall to make room. That is when a bathroom stops being maintenance and becomes an alteration somebody has to approve.

Do you need a permit to move a toilet in a Dubai bathroom?

You need the community's approval, and sometimes a Municipality permit as well. Moving a WC is not on Dubai Municipality's basic-maintenance list, which covers replacing floors and maintaining sanitary installations. Emaar takes it through its Home Modifications NOC, at AED 1,000 or AED 2,000, and Dubai Holding communities through an application on the community app; in an Emaar apartment it is not allowed, because MEP may not be relocated. Once a wall is built, moved or opened, the Municipality's permit for modifications, filed by a registered consultant, can apply too.

Why is the soil stack the line in a Dubai bathroom?

Because the WC is the one fitting that cannot go just anywhere. It needs a continuous fall to the soil stack, the vertical pipe that carries waste down through the building, and the further it moves from the stack, the more floor comes up to lay a new run. In a villa that is a plumbing job plus an approval. In an apartment the stack serves every flat on the riser, and the rules are written with that in mind: Emaar's apartment rules forbid relocating MEP, Town Square's apartment manual forbids lifting floor tiles, and Dubai Holding defines a minor modification as work inside a unit that leaves the common areas alone. Which bathroom renovation permit applies on Dubai Municipality land?

Usually none, as long as nothing structural changes. Administrative Resolution No. (109) of 2022 lists basic maintenance, from replacing floors to maintaining sewerage and sanitary installations and sanitary pipe insulation, as work that needs no permit and no completion certificate, provided a contractor pre-qualified by the Municipality carries it out. Repairing cracks is structural maintenance, self-permitted through Dubai BPS by an accredited consultant or contractor. Work on the main structure is specialised maintenance, filed by an accredited consultant as a modifications transaction.

Beyond those lists sits service 4127, the permit for modifications or additions to buildings: 3 working days, with the change drawn in colour, yellow for its location on the approved plan, red for the change on the proposed plan, green for anything demolished. The Municipality does not publish its fee. A tenant needs the owner's approval before using the décor route, and service 4156 is the Municipality's NOC for modifications to leased properties. Which community approvals does bathroom work need?

  • Emaar: the Home Modifications NOC through the community portal, AED 1,000 for minor or AED 2,000 for major works with the AED 500 review fee deducted, processed in 3 business days once the file is complete.
  • Dubai Holding communities, Nakheel's and Dubai Properties' among them: an application for anything beyond maintenance and repair, raised on the community app at least 24 hours ahead or by email 72 hours ahead, and a Minor Modifications Permit for jobs longer than a day.
  • Town Square: four published tiers, from a home improvement item at AED 160 to a major alteration at AED 2,000 plus an AED 5,000 deposit, decided in 2 working days for minor and 5 for major alterations.
  • Tilal Al Ghaf: written consent even to alter floor coverings, 48 hours' written notice naming the contractors, and AED 5,000 plus AED 250 VAT to review alteration plans.

Nakheel's 2023 villa design codes, which the developer took down when its communities moved to Dubai Holding Community Management, exempted bathroom refurbishments that kept the wall layout; the 2026 Dubai Holding rulebook asks for an application instead and states no fee. Bathroom renovation permit rules in Dubai's free zones

  • DIFC: third-party buildings need DIFC's approval and NOC before any work, residential units included, and the owner or tenant may apply directly. Building fit-out work is one of DIFC's application types; the fee comes from its table at application, and processing takes at most five working days.
  • JLT: DMCC issues an NOC to property owners for fitting out a unit, one unit per request, and publishes no fee. Whether that guideline covers flats as well as offices is something we confirm with Concordia, the JLT community manager, before a job starts.
  • Dubai Development Authority land, which Decree No. (30) of 2017 extends to plots owned by Dubai Holding and Meraas: the contractor applies, and DDA publishes a maintenance permit at AED 1,500 in 5 working days and a building modification permit at AED 1.0 per sq ft.

In each of these zones the building manager's own NOC sits on top, just as the community's does on the mainland.

What happens if a bathroom is renovated without approval?

The published penalties are specific. Town Square lists AED 50,000 for an unapproved major alteration. Dubai Holding Community Management lists AED 2,000 for modifications or renovations made without prior approval, with a warning first and double the fine for a final breach. Emaar says unapproved works can cost the defect liability warranty and block a transfer, a resale or a title deed application, and a contractor who misuses an NOC faces a fine of AED 5,000. In Dubai Development Authority zones, work without a permit is stopped and the contractor is banned in the authority's system.

Getting the order right costs less than any of that, and the order differs by developer: Emaar wants its NOC before the authority approvals, while Dubai Holding wants the authorities' consent attached to its application. Who files a Dubai Municipality permit for bathroom work?
Not the owner. A registered consultant files a modification in Dubai BPS, and on the self-permit routes, such as structural maintenance, the accredited consultant or contractor issues the permit and the completion certificate through the system. The owner's part is appointing them and approving the drawings.
Is an approval needed for a new shower screen?
In Town Square, yes: a shower glass partition is a home improvement item at AED 160, its lightest tier. Emaar and Dubai Holding do not list shower screens by name in their published rules, so ask the community office before the glass is ordered.
Does Emirates Hills follow Emaar's NOC process?
Not the standard one. Emaar's home modifications factsheet excludes Emirates Hills, Burj Khalifa and Dubai Hills plots from its standard NOC service and does not say what replaces it, so we ask Emaar Community Management before any contractor quotes.
What if I bought a home with an unapproved bathroom?
Raise it with the community before planning anything new. Emaar lists being unable to transfer or resell among the consequences of unapproved works, so it tends to surface at the next sale, and Dubai Holding's rulebook fines works carried out without approval. Ask the community office how it regularises past works, with drawings of what was built.
Does moving a basin count the same as moving a WC?
In the rules, yes: both are drainage changes rather than maintenance, and in an Emaar apartment neither is allowed. In practice a basin waste is smaller and easier to reroute than a WC's connection to the soil stack, so it is often the cheaper of the two moves where the building allows it.
