Powder rooms, explained
A toilet and a basin behind one door, with nothing for bathing. That short definition decides what the room costs to redo, which rules touch it, and where a new one can go in a Dubai home.
The definition
A powder room is the toilet a visitor can use without walking past the bedrooms: a WC and a washbasin behind one door, and nothing for bathing. Dubai floor plans label it in different ways, from WC to guest toilet or simply powder. The label matters less than the fittings. They decide what a contractor has to price, and which of a community's rules the room ever meets.
What is a powder room?
A powder room is a small room with a toilet and a washbasin, and no shower or bath, placed near the entrance or the living rooms so guests can use it. Americans call it a half bath; British plans often say cloakroom or guest WC. With nothing in it for bathing, it has no shower drain, no shower glass and no shower zone to waterproof, which makes it the simplest room in a home to renovate. The published Dubai bands price it like a small bathroom: a full rebuild from AED 8,000 and a refresh from AED 3,000, per room.

Read the last column before any price. A powder room quote with a shower tray, a membrane across a shower zone or a glass screen in it was copied from a bathroom quote, and our powder room renovation page shows what a quote for this room should hold instead. If your room does include a shower, it is a guest bathroom, and the bathroom service prices it as one.
The name comes from powdering, first of wigs and later of noses: it was the polite word for a room where a guest could tidy up before going back to the company. The wigs went; the word stayed. On a Dubai floor plan it now marks the one toilet in the house that is planned around visitors rather than around a bedroom, which is also why it tends to be the room owners most want to look finished.

Fewer things than in any other bathroom, and each one sits on a point that is expensive to move.
Because of the shattaf, we treat a powder room floor as a wet floor: a tile that keeps its grip with water on it, a grout that copes with daily wetting, and a sealed joint around the base of the pan. Our guide to wet-area tiles compares the options.
Where a drain can reach it. A new WC needs a continuous fall to a soil pipe, so the practical spots sit beside an existing bathroom, under a staircase with a drain run close by, or in a store room on the same line as the pipes. Walls come next, and the community's rules decide the rest.

On Dubai Municipality land a new room can also need the Municipality's permit for modifications or additions to buildings, which takes the change drawn in red on the proposed plan and states 3 working days. Emaar's fees come from its 2022 factsheet, which deducts a non-refundable AED 500 review fee from the total. Nakheel's 2023 villa design codes, which the developer took down when its communities moved to Dubai Holding Community Management, exempted only refurbishments that kept the wall layout, and Dubai Holding publishes no fee for the application that now applies, so we confirm the route with the community office before anything is drawn.
A small budget shows most in a small room, and several of the changes that do the most for a powder room sit at the bottom of the published approval ladders. In Town Square, interior repainting or wallpaper, interior wall cladding and a replacement light fitting are each a home improvement item at AED 160. At Emaar, a new mirror light or a wall-hung cabinet is the kind of electrical fixture or furniture installation that needs no NOC, though the contractor still needs an entry permit. Lifting the floor or moving the WC is a different conversation, and our Dubai approvals page sets out who has to agree to it.
Less than any bathroom with a shower, and it is priced the same way, per room. No UAE company publishes a powder-room figure, so the room borrows the small-bathroom bands: AED 8,000 to AED 15,000 for a full rebuild at basic finishes, and AED 3,000 to AED 9,000 for a refresh that leaves the tiles and pipes alone.
